Technical equipment is needed – e.g. firewall systems, high-availability servers, virus scanners, scan and intrusion detectors – but it is not sufficient. Universities usually demand open communication channels; a very strict security policy could obstruct useful scientific work or (at the same time) invite people to circumvent it.
